Why doesn't the standardized emission straighten the water quality?

( Abstract )

By end 2000, SEPA announced that China's total emission of industrial pollutants dropped 15% than in 1995 on the situation of speedy development of the national economy during the period of the ninth five-year plan. That realized the planned target in the control of the total pollutant emission. 90% of the 238,000 industrial polluters throughout the country reached to the standard emission. The environment quality in key cities was improved. Water quality of the ground environment in 33 cities and air quality in 22 cities reached to the standardization by functional zone...

But we are disappointed about the actual situation: Water quality of the key treatment of rivers and lakes didn't see the notable improvement...

Being set in early 9th five-year plan and based on the total control target of 1995, the treatment task is low in level and primary in target. The fulfillment of the total volume control is the beginning for China to prevent and control the water pollution. The more arduous and complicated pollution treatment task is waiting for us.
