The report by SEPA shows that some of pollution projects were denied due to environmental issues.

In 2000, SEPA examined 200 project environment impact evaluations. During the examination, they applied strict control over power, steel, petroleum, chemical, cement, and paper industries. The 2000 projects reduced 475,000 tons of COD, 5.38 million tons of industrial powder dust, and 200,000 tons of SO2.

SEPA has completed the examination of 73 projects including Capital Airport Highway, Guangzhou No.1 Subway... 85 projects are being examined. The total investment of the projects is RMB170 billion, including RMB9.7 billion of environment protection investment. Some projects were denied or delayed.
