Abstract: Based on the analysis of the background of eco-tourism development, eco-tourism is thought to be an appropriate way for the sustainable utilization of the tourism landscape resources in this paper. The general policies of economy,society, technology and environment for the eco-tourism development are expounded. On the basis of the policies, the general principles of eco-tourism planning, the eco-tourism development potentials and constraints, and the structure and spatial suitability of eco-tourism industry are presented.
