Beijing establishes environmental protection goal this year. The basic goal is to have air quality better than Grade II in over 50% of the days. The surface water quality should reach emission standards and industrial pollution sources should stabilize the pollution emission.

In 2001, Beijing will increase natural gas usage to 500 million cubic meters. 1500 coal boilers with over 1 ton capacity will be modified to use clean fuel. Beijing will also strengthen the management of vehicle fuel and establish a floating dust management office.

Beijing will adjust the industrial structure and relocate 29 enterprises within the 4th ring road. The wastewater treatment rate will reach 45%. Gaobeidian wastewater treatment plant will recycle 500,000 tons of wastewater each year. The solid waste treatment rate will reach 85%.
