The ChinaSustainable Transportation Center is a newly developed non-governmental, not-for-profit organization based in Beijing. It receives financial assistance from the William and Flora Hewlett Foundation, based in Menlo Park, California, and management assistance from the Energy Foundation, a private foundation based in San Francisco with a Beijing representative office. The mission of the ChinaSustainable Transportation Center is to encourage sustainable, multi-modal transportation systems in China’s major cities, with a particular emphasis on the development of bus rapid transit (BRT) systems (dedicated-lane bus systems that move people station-to-station with subway-like efficiency but at five percent of subway costs.).
The China Sustainable Transportation Center seeks a responsible, energetic, and highly individual for the position of Office Administrator and Accountant.
Responsibilities
- Administration Support:
- New office setup for both registration and office decoration
- Prepare monthly payroll, settle social securities and housing fund and report IIT to Tax Bureau
- Coordinate with government agencies on routine personal files, social securities and housing fund etc.
- Formulating an office procedure manual
- Other HR coordination projects assigned
- Office maintenance and office supply procurement
- Handling phone calls and written correspondence for the head of the office
- Making hotel, plane and other travel arrangements for office staff and foreign visitors
- etting up and managing the office’s filing systems (correspondence files; email files; project files; report files)
- Accountant Function:
- Draft budgets, forecasts and strategic plan schedules
- Verify and book operation expenses
- Preparation of monthly, quarterly and annual financial reports in accordance with Chinese and foreign requirements
- Day-to-day accounting; preparation of Chinese accounting books and English accounting books
- Disbursement of project and grant funds
- Chinese tax planning and compliance
- Cash management
- Payroll and employee benefits
- Accounts payable and accounts receivable
- Cost control
- Preparation of financial reports for projects
- Internal controls and compliance
- Interact with banks, auditors and tax authorities
Qualifications
- Strong interest in non-profit work and international cooperation programs. Demonstrated interest in non-profit work and international cooperation programs will be a very important consideration in evaluating applicants.
- Motivated and energetic; able to set up financial and accounting systems for office
- Degree in accounting, finance or related discipline
- Chinese accountant’s certificate; CPA not required but desirable
- At least 3 years of experience working in financial/accounting,administration position in international organization or foreign company
- Proficient in using Chinese and English accounting software
- Knowledge of Chinese corporate and individual tax regulations
- Fluency in English and Mandarin with the ability to translate and draft documents in both languages.
- Solid computer knowledge, including in Microsoft Word, Excel, PowerPoint.
- Work well under pressure, both independently and as a team member, and be a creative problem solver.
- An ability to demonstrate at all times an energetic, “can do,” cordial, and professional demeanor and attitude.
- An ability to be flexible, responsive, and timely.
