--Civil Society Program, Program Officer


Background

The Civil Society Program (CSP) is the Canadian Embassy's fund for supporting the establishment and strengthening of non-government organizations (NGOs) and community groups in China. The CSP encourages volunteerism and public participation in activities that aim to improve the community or help a disadvantaged group. The CSP shall consider supporting autonomous, non-government organizations carrying out projects which will:

  • Increase participation of citizens, communities and NGOs in development of public policy and decision making;
  • Promote greater acceptance in government circles and communities of the value of citizen and NGO participation in public discourse;
  • Enhance the legal framework and public access to institutions that effectively protect people's rights.
  • The CSP funds small-scale activities which are of limited duration and have a high probability of being sustainable. CSP projects typically involve workshops to share experience and resources, networking among organizations with common interests, raising public awareness, fundraising or training in such areas as environmental protection, transparency and accountability. The CSP is not a charity, but rather seeks to encourage the participation of citizens in initiating and sustaining activities which benefit their community or a disadvantaged group in society.

    Terms of Reference

    The Civil Society Program Officer will act as a consultant under the direction of the Program Coordinator and is responsible for providing project support to the Civil Society Program. The Program Officer has the responsibility for paying all taxes and social security charges, and for paying his/her relevant insurance. The position is on a full-time basis with occasional work on weekends and in evenings. The Consultant should be able to start June 1, 2002. The first task for the Program Officer will be to assist in a review of the program with a Canadian evaluator. The Program Officer position will include the following duties:

    Primary Duties:

  • Assisting in the planning, coordination, management and monitoring of civil society projects in order to ensure the attainment of expected results;
  • Assisting with the administration of the program such as writing memos, managing files and updating the database;
  • Prepare background material and information on specific subjects and sectors;
  • Working with the Civil Society Program Coordinator to maintain good working relationships with civil society organizations;
  • Translating documents and interpreting from English to Chinese and from Chinese to English;
  • Performing other duties as directed by the Civil Society Program Coordinator.
  • Necessary Skills and Characteristics:

  • Fluency in English and Mandarin Chinese
  • University degree in law, English, social work or other related disciplines
  • Strong teamwork and self supervision capabilities
  • Strong computer skills, including Microsoft Word, Access and Excel

  • Attention to detail
  • Good judgment
  • Desirable skills and Characteristics:

  • Knowledge of the legal system and NGO development in China
  • Willingness to travel in China
