PCD Job Announcement--Director


Partnerships for Community Development (PCD), a new programme of the Kadoorie McAulay Foundation, aims to work in partnership with disadvantaged rural communities in mainland China to promote sustainable livelihoods and community-based development. Its objectives include fostering self-reliance, reducing inequality and res-pecting local cultures and the environment. The programme will focus on strengthening the capacity of grassroots com-munities in participatory planning, implementation, monitoring and evaluation. It also plans to encourage and support local initiatives that benefit the community as a whole. A key strategic means to achieving the PCD mission is to train facilitators from within our partner communities.

Job Title: Director

The Director reports to the PCD Management Committee and the Board of Trustees and works with a team of coordinators in organisational administration and programme development.

Roles & Responsibilities:

1. Visionary Leader

-not only understands and communicates well the vision, mission and values of PCD, but also demonstrates strong commitment

-is able to lead the team to develop programmes in a clearly focused and strategic manner that is in line with the objectives of PCD

2. Team Builder

-is capable of pulling the team together for effective work

-is effective in facilitating the PCD team to reach consensus

3. Organisational Developer

-to build both the organisational culture and structure of PCD that are based on accountability, consensus, equality and transparency

-to facilitate overall organisational set-up, development and learning

4. Skillful Facilitator

-is capable of facilitating the PCD team for effective strategic planning, team meetings, trainings, sharing and learning
-to facilitate good communication and sharing of information between the PCD team, the Management Committee and the Board of Trustees
-is also preferably experienced in facilitating rural grassroots communities in participatory planning, implementation, monitoring and evaluation for self-reliant community development

5. Practical Manager

-to enable efficient and effective operation of the organisation, including management of human and financial resources
-to oversee and enable the implementation of action plans of both the team as a whole and that of individual staff

6. Team Representative

-to represent the PCD team to the Management Committee, Board of Trustees, official counterparts and partner organisations
-to co-ordinate information, prepare reports and make presentations on behalf of the PCD team to the Management Committee, Board of Trustees, official counterparts and partner organisations

Requirements:

1. At least 3 years of hands-on field experience in rural community development in China

2. At least 3 years of NGO (or equivalent) management experience with a solid track record in leadership, organisational set-up, development and learning, programme strategic planning and programme implementation

3. Strong participatory facilitation skills, in both organisational and programme settings (facilitation experience with grassroots rural communities is definitely an advantage)

4. Excellent report writing and presentation skills (in both Chinese and English)

5. Willingness to spend considerable time and effort in paper work, organisational management and administration

6. Capable of budgeting and dealing with financial matters

7. Willingness to travel frequently for field visits

8. Personal qualities:

-Ability to work and communicate well with people of diverse personalities and backgrounds
-Good awareness of her/his own strengths and weaknesses
-Ability to work calmly under pressure
-Being flexible, accountable, well-organised and dedicated

9. Fluent spoken Putonghua and English

10. Computer literacy
