Terms of reference

1.Post Title: UN Volunteer (1) - Liaison in China Renewable Energy Industry Association (CREIA)

1.1 Duration: 5 years

1.2 Start Date: 1 May 1999

1.3 Qualifications:

  • University graduate in Business, Finance or International Development
  • Experience in investment promotion, training, and communication
  • Good interpersonal skills
  • Skills in using word processor and personal computer
  • 1.4 Language:

    English, Mandarin an asset

    1.5 Background:

    Project CPR/97/G31 - Capacity Building for the Rapid Commercialization of Renewable Energy will promote the widespread adoption of renewable energy technologies (RETs) in china by removing a range of barriers to increased market penetration of the technologies. It will strengthen the capacity of China to shift from supply-oriented technology deployment to demand-driven, investor - and consumer -friendly approaches. The project will develop marker-based institutions and instruments to attract new players in the renewable energy industry and increase investments in RETs.

    To provide first-hand knowledge of a particular instrument/institution and demonstrate its validity to increase market penetration of RETs, the project will support pilot activities for five promising technologies. Theses include (I) rural electrification by solar and wind hybrids;
    (ii) wind farm development;
    (iii) biogas production;
    (iv) biogases cogeneration;
    (v) solar-water heaters.

    The selection of technologies was made on the basis of recent assessments of marker conditions and potential for future GHG reductions. The projects has been carefully designed to support and complement ongoing and planned projects of UNDP, the World Bank and bilateral aid agencies.

    1.6 Duties:

    Under the direction of the Chief of the Energy & Transport Branch of UNDESA, and working closely with the National Project Director and Principal Technical Advisor, the UNV shall:

  • Assist in the establishment of the Center for Renewable Energy Industries Association (CREIA) including developing annual work program and helping to implement same;
  • Work within CREIA as a liaison with the Project Management Office;
  • Establish and maintain links within the renewable energy industry; collect and analyze information concerning industry start-up, growth and activities, and assist in information exchange between CREIA and industrial enterprises;
  • Establish and maintain links with potential sources of investment using print and electronic media as well as scheduled events, training workshops, etc; develop investment promotion materials, as needed;
  • Assist in organizing training activities to be held both within and outside China as requested by CREIA;
  • Other assignments which may be required for the efficient functioning of CREIA.
  • 2. Post Title: UN Volunteer (2) - Liaison in China Renewable Energy Industry Association (CREIA) with subcontractors

    2.1 Background:

    As a major modality to implement project activities, the United Nations Department of Economic and Social Affairs (UNDESA) as executing Agency will engage technical services through a number of subcontractors, Included are:

  • Establishment of Renewable Energy Industries Association within an investment promotion facility
  • Capacity building related to energy externalities and market surveying
  • Investment promotion for renewable energy development
  • Preparation of renewable energy resource inventory using GIS methods and techniques
  • Setting up of technical standards for renewable energy technologies and capacity building for standard implementation,
  • Preparation of a set of certification procedures for solar heating systems.
  • 2.2 Duties:

    Under the direction of the Chief of the Energy & Transport Branch of UNDESA, and working closely with the National Project Director and Principal Technical Advisor (PTA), the UNV shall:

  • Act as an in-country liaison with the subcontractors involved in the project with regard to the preparation and submission of annual work plans, monitoring of work progress, and reporting of any problems to NPD and PTA.
  • Assist in coordinating the visits of international personnel to the project, and facilitate such missions through preparation of documentation, arrangement of meetings, etc., as required;
  • Provide assistance, as assigned by the NPD and PIA, in implementing the annual working plan:
  • Assist in organizing training activities to both within and outside China as requested by CREIA; in particular, help to implement international study tours which integrate with activities carried on by the sub-contractors;
  • Other assignments for the efficient functioning of CREIA.
