On 19 June, the Asian Development Bank declared that the items in the project have officially started in China. The officers of the bank said that the total investment expected will be US $0.15~0.3 billion and that the total number of items in the project is around 10 to 15.

The State Environmental Protection Administration is the agent to carry out and coordinate the items in China, mainly responsible for the research, establishment and evaluation of the work of the project and for the writing of the feasibility studies. At the same time, China will employ a team of local specialists for the research of the project.
