Beijing approved the enforcement measure on the "Atmosphere Pollution Prevention and Control Law of the People's Republic of China" on December 8th, 2000. This is one of the regulations and will be put into practice on January 1st, next year. The burning of straws and leaves will be banned. In order to prevent and control the air pollution produced by the coal burning, the regulation encourages and supports the utilization of energy-saving technology and the development and utilization of clear energy, including electricity, natural gas and solar energy. Other regulations including the improvement of energy source structure that reduce the amount of coal burning were approved on that day too.
