The whole ODS elimination plan in fire extinguisher, automobile air condition, CFC chemical protection, cleaning and tobacco was approved in 1998, 1999 and 2000. The approval and practice of the plans in all walks of life help China to achieve much progress in the elimination of ODS production and consumption. In the coming two and three years during the realizing the elimination of ODS protection and consumption, an industrial system for the production of ODS substituting products will be developed and established.
